Agree that there's a trend.  Disagree that it's viewers intentionally 
replacing their sets with something "better-than-NTSC."  If they buy a 
TV identical to an NTSC TV but containing DTT-reception circuitry, that 
counts in CEA's DTV numbers.  As of March 1 (last week), all non-used 
TVs 25-inch or larger imported or shipped interstate are supposed to 
have DTT circuitry.  So anyone buying a TV 25-inch or larger gets to own 
a "DTV" regardless of any desire for increased quality (or even any 
knowledge that the DTT circuitry is in the TV).

The good news about the "tuner mandate" is that many people either own 
or will soon own DTT circuitry.  The bad news is that most of them 
probably have no idea they've got it.
