I believe I saw the same bird this afternoon. It was sitting in a field north
of Hwy 6 west of the weigh station. Unfortunately I do not have any photos, but
Mike and I will look for it and try for photos tomorrow morning. Comparing the
bird I saw to Tom Crabtree's photos, it was similar but paler overall. There
was no white big on the breast; rather it had a few dark blotches on the owed
belly. I could not see the tail. Here is what I reported on ebird.
"Very pale overall. Head pale with blotches on rear, appearance of white
eyebrow, dark eyeline. Very pale belly with a few dark blotches on lower belly
(not like a belly band). Feathered pale legs. Checkered back more pale than
dark; shoulder area darkest. Eye appeared yellow but it was late afternoon and
may have affected view. Sitting in field with a typical Red-tailed Hawk. Hopped
about the field. I did not see it fly."
I also saw a dark rough legged, a flock of Western Meadowlarks, 43 other RTH
and 33 GBH.

I have had numerous sightings of a light-phase Harlan's Hawk in the Culver
area the last three winters. They might all pertain to the same bird, or
there could be different individuals. Here is a link to photos of the bird
in its first year plumage.
