One thing is that the tail has a large white band on the tip, which Swainson's
does not.

This is a bird that Brian Sullivan has ID’d as a Rough-legged Hawk. Here’s

Subject: [orebird] Mid-winter Swainson's Hawk record
Hi All,
I just wanted to let you all know that I invalidated this reported mid-winter
Swainson's Hawk:
http://ebird.org/ebird/view/checklist?subID=S28532897
These "bibbed" type of adult male Rough-legged Hawks are frequently
misidentified as Swainson's, as is the case here. If anyone has questions
about the ID, I'm happy to get into further detail.
Thanks

Kim Boddie photographed this bird on the Christmas Valley WRS on 12/15/15.
He labeled it Swainson's Hawk. There is one more photo but it's pretty much
the same.

Correct, though a Broad-wing was photographed in the snow near P ranch in

The common thread is that the winter reports have all been westside birds;
there have been no eastside records right?

The December 1968 bird at Fern Ridge was photographed but I have never seen
the photos. I know there were some taken because I was standing there, age
12, at the time. Maybe Herb Wisner or Larry McQueen would have copies.
Shortly after it was found the Eugene area was buried under a couple of feet
of snow, so I suspect most buteos had a hard time.

Cheryl Wetzel (sp?) found an adult intermediate phase / morph / type

have an identifiable one at the link below.

I saw another in Jan 2006 north of Eugene. That bird was around for most of
the winter and seen by many. I don't have photos of that bird but Birds Of
Lane County states definitive photos were obtained.
So, at least some winter records are valid.
