Great photo!  The bottom line, to me, seems to have ERU which, perhaps,
isarehe last 3 letters of PERU, consistent with the yellow band.
Researching Peruvian shorebird banding I found

in which it appears that 549 Western Sandpipers have been banded at
Paracas; along with lots of other species.  I have not read this paper in
further detail.
Nice to know that Peruvians are just as interested in shorebirds as
Oregonians (& others).
