Last year’s Rough- Legged was also banded. Does anyone know if this is the same
bird?

I have heard back through various channels that the hawk in question was
originally banded in Nome Alaska as a rehab bird, and it is in its 4th year.
And that - the multiple tail bands and lack of dark belly band are good field
marks for an adult male.
So my suggestion that this was a first-year bird was clearly nonsense.
The silver lining is - I am learning.
Thank you to everyone who sent me information.
