I stumbled upon the very cooperative ROUGH-LEGGED HAWK in the area of the
PDX fire station this afternoon while checking the area for Snow Bunting.
The hawk appears to be a first-year bird super ratty in appearance. Since
molt is an advanced birding badge in my boy scout troop that I have yet to
master I will stop there.
The surprise to me was to discover the single silver band on the hawk's
right leg. I have zoomed in to the nth degree and the best I can make of
it is the (possibly) the number 31.
