I don't know if these are the same birds, but FWIW... We live in south Eugene in the area of Willamette and 46th. When we moved into this house last June I noticed that there was a pair of Red-shouldered Hawks about. Since they were here so much I assumed they nested here. I didn't hear them through the winter. I started hearing 2 Red-shouldered Hawks calling to each other again in the latter part of April. I saw them together on April 28 as they circled over our house calling to each other with such intensity that I guessed that they were in display mode. As best as I could tell given distance and light, one of the pair showed immature plumage.
