Interesting area but hard to find info. We went there in late May 2013 and had
no trouble with the Whitehorse Ranch Road , going past Whitehorse Ranch and on
into Malheur County. There is an interesting fossiliferous diatomaceous earth
outcrop where the road goes over the east flank of Red Mountain. (The northern
one on Whitehorse Ranch Road)

One of the headaches in this part of the world is legal access. Checkerboard
ownership patterns and a few (I say again, a few) private owners who confuse
grazing allotments with fee simple ownership can ruin your day. The BLM has
(had?) a map of current ownership, and personnel are usually willing to talk
about specific areas. Contacting the store at Fields might be another good
starting point. Beats running up against a locked gate after you've driven
untold hours to get there.
We intend to go back there some day and look forward to hearing about your
adventure.
