Ok, admittedly it's been a while with Broad-winged Hawk for me, but timing of
the year, the posture of the bird, the plumage and soft parts that can be seen,
and the lack of any obvious tail banding suggest to me a Swainson's Hawk,
perhaps one tending toward the rufous side of things. When I lived on the
Palouse 25+ years ago, I was always astounded by the sheer variety of
Swainson's in that locale, and this bird does not seem out of line with that
