Thanks to Hendrik and Jamie for information on access to the Philomath Sewage
Ponds. I was able to get the right form and go look for the Tufted Duck today.
Unfortunately I wasn’t able to pick it out from the gazillion ducks and coots
at the ponds.
For those trying to gain access, note that the office is closed now because of
Covid. The best way to get the needed permit is to call the office, and have
them email you the application which you can send back to them and get the
permit in return. Their phone number is:

Can you elaborate on the specifics? The "application forms" link on that page
doesn't seem to be applicable to birding, nor do I see anything obvious in the
sewer/stormwater page.
