Little Owls have feathered tarsi and Burrowing’s don’t so a good view
should make that determination fairly easily.

Great.   It was tucked in late today.  While it is very likely a Burrowing
Owl, the views I had of it did not show as much white over the bill as I
expect for Burrowing Owls.  Maybe it is an age-related thing.  But just for
fun, see the links.  The white over the bill seems to be variable on Little
Owls.
