Is Little Owl a ground owl like Burrowing.?
If not, seems like it would be in the nearby woods.
I can't really tell from the internet. It does nest in cavities according
to the internet.

Great. It was tucked in late today. While it is very likely a Burrowing
Owl, the views I had of it did not show as much white over the bill as I
expect for Burrowing Owls. Maybe it is an age-related thing. But just for
fun, see the links. The white over the bill seems to be variable on Little
Owls.
