I had two Snow geese act like this at the Florence jetty a few weeks ago.

friend said they had seen in the area of Summer Lake City Park in Tigard.
Remarkably though I located two species that allowed me and others to
approach within just a few meters. First was a BARRED OWL that I stumbled
beneath and noticed only after narrowly avoiding an embarrassing prat-fall,
the second was a single white goose in a flock of Canada Geese that I
immediately suspected to be a Ross's Goose.
As I was skulking through the brush a 1000 feet away to get close enough to
get a diagnostically adequate photo without it flushing the geese, I saw a
couple walk within a few feet of the flock along a paved pathway without
flushing a single bird.
Long story short; I ultimately felt as if the SNOW GOOSE would have eaten out
of my hand if I had anything of interest for it. Which of course gave me
pause and had me suspecting its provenance.
So, I asked two women now approaching the flock of geese how often they walk
the park and if they were familiar with the white goose that was feeding very
close by. They answered that they have walked the park every day for many
years and they've never before seen a white goose, here or anywhere else.
