There is a good photo of the recent bird and that is what it appears to be.

Birds purported to have been winter Swainson’s Hawks in Central Oregon have
turned out to be male light morph Rough-legged Hawks when the photos were
examined by experts. I would be very skeptical, particularly in Eastern
Oregon, as these birds are primarily insectivorous in the non-breeding season.

Lynn Topinka photographed an immature bird in
Vancouver, WA this time of year maybe five years
ago. I have heard a small number now winter in
the Central Valley of California.

Are there any winter records of Swainson's Hawk in Oregon? Seems really
unusual to have birds in January?
