I think it's an adult, not a juvenile. Western Red-tailed adults can have
barred tails and would have the wider subterminal band (plus the base color
looks reddish to me also indicating an adult). I think most or all dark
morph Red-tailed hawks have banded tails (if I'm reading the Wheeler Guide
correctly).

I'm pretty sure Peyton and I saw the same bird on the Sauvie Island CBC if
you saw it at the beginning of Oak Island Road.
