DoD/TMA/JMISO Distributed Development Division (3D) requires the following:

INFRASTRUCTURE ENGINEERING CONSULTANT



The 3D TEAM staff is tasked by the 3D Technical Director.

RESPONSIBILITIES:

 *   Collecting test scripts from projects and creating a enterprise test 
script package to conduct enterprise load, stress and capacity planning tests.
 *   Monitoring availability of 3D production applications and reporting 
variances from the SLAs.
 *   Database and application performance monitoring and issue resolution.
 *   Network issues in availability and performance.
 *   Enterprise diagramming and documentation of system to system 
communications and data sharing mechanisms.
 *   Troubleshooting all system security issues and requirements.
 *   Ensuring compliance with 3D Technical Review Board (TRB), Military Health 
Systems (MHS) Configuration Management (CM) and DOD standards during the 
application transition in the Common Development Environment (CDE) between 
various environments (For example: Development to Test and Test to Production 
environments).
 *   Determining the root cause of all production outages and closing the loop 
to procedures, processes and policies.
 *   Ensure that stakeholders deploy products in compliance with 3D CDE policy 
or have obtained waivers to CDE policy.
 *   Liaison between project personnel and the CDE group
 *   Develop and implement CDE application deployment policies, procedures and 
practices, architectural design and intent
 *   Function as subject matter experts in assigned enterprise CDE tools (Load 
Testing, application monitors, change control software, application management 
software, etc.)
 *   Alert the 3D Technical Review Board (3DTRB) of any foreseeable issues 
regarding a project's planned deployment
 *   Advise the projects and CDE on technical issues as they arise
 *   Be familiar with the assigned project's planned deployment


DUTIES:

 *   Attend meetings with project groups and CDE groups as needed
 *   Write issue papers and research papers as tasked
 *   Maintain knowledge of assigned enterprise tools and provide cross training 
to other engineers in the assigned tools
 *   Advise 3DTRB on deployment requirements development, policies, procedures 
and practices, and architectural design
 *   Advise projects on CDE deployment requirements
 *   Resolve or help resolve technical issues in any environment as assigned by 
the CDE Managers
 *   Assist projects in complying with security standards
 *   Help ensure that projects successfully move their product into production 
test
 *   Assist the Program Management Office (PMO) with writing Statements of 
Work, Requests for Proposals and Requests for Information.
 *   Assist the PMO in evaluating proposals
 *   Support PMO Configuration Management and Change Control directives by 
advising projects on requirements throughout the life cycle of the application
 *   Assist projects in the technical management of the development, production 
transition and production maintenance cycles, ensuring emergent MHS Service 
Oriented Architectural (SOA) standards are supported vis-à-vis compliance 
standards approved by the 3DTRB, through Quality Assurance (QA) audits and 
oversight activities, as required.
 *   Function as Availability Managers for production applications by 
monitoring and reporting on application uptime for assigned applications
 *   Provide Level of Effort (LOE) estimates as required subject to defined 
standards, constraints and assumptions directed by 3D for intra-organizational 
project engineering tasks required.
 *   Perform critical analyses during the project life cycle: Proposed Solution 
Review, Business Case Analysis for non-preferred but acceptable solutions, 
analysis of solution adjustment to preferred solution, and acceptance reviews 
of mandatory solution components.

REQUIRED EXPERIENCE:

 *   5+ years current hands-on Multi-Vendor environment UNIX (Linux/RedHat & 
Solaris) and Windows system level experience/skills.
 *   Solid understanding of LAN/WAN technologies and TCP/IP networking and 
troubleshooting
 *   Experience with Sun Cluster Server build and server troubleshooting 
experience in collocation environments.
 *   Systems Design and Deployment of HIGH AVAILABILITY (24/7/365) environments.
 *   Open systems environment configurations using Apache, PHP and java.
 *   Experience implementing Oracle HA on Solaris and/or Linux
 *   Experience with Sun server hardware, Hitachi SANs
 *   Experience developing standard system configurations and documentation.
 *   Structured change management processes for highly available Web facing 
environments.
 *   Experience setting policies, procedures, network software and hardware 
standards, documentation standards.
 *   Highly preferred individual characteristics include:
 *   + Self-starter who relies on experience and judgment to plan and 
accomplish goals; Ability to work in a high tech fast paced environments.
 *   + Strong aptitude for learning and understanding business processes and 
needs.
 *   + Flexible and adaptable in regards to learning and understanding new 
technologies.
 *   + Good team member, with organizational planning skills and strong time 
management skills to balance dynamic workloads
 *   + Solid project management fundamentals, including planning, scheduling, 
risk management, and reporting.
 *   + Excellent analytical, problem-solving, and decision-making skills 
required; able to think on your feet and drive decisions and forward progress 
in the face of obstacles.
 *   + Strong interpersonal skills, Excellent negotiation and strong written 
and oral communication skills
 *   + Maturity and experience necessary to work with internal/external 
customers at various levels of the organization, including managing third party 
vendors/subcontractors.
 *   + Ability to maintain the highest level of customer service
 *   + Able to clearly articulate designs according to DOD documentation 
standards.
 *   + Experience virtualizing heterogeneous storage arrays
 *   + Hands-on experience in a mission-critical production environment of 100+ 
servers using industry standard software MS Windows, SUN, ORACLE.
