DHSS CONFIGURATION MANAGEMENT ANALYST - Falls Church, VA

JOB SUMMARY:

Provide configuration management (CM) consulting services and support in the 
Defense Health Services Systems (DHSS) program office.  DHSS provides complete 
acquisition lifecycle management of automated information systems used 
throughout the Military Health System (MHS) in three major areas: clinical 
support, resources and medical logistics.

Candidate will perform all CM functions for projects in the DHSS program 
office.  Candidate will also be responsible for oversight of build and release 
management for select products, as well as code-merging for parallel 
development projects.

This position requires constant direct communication with government military 
and civilian staff, program support contract staff providing project management 
and engineering support, and vendors contracted to perform development and 
sustainment tasks for client server, web-based, and centrally hosted and 
managed software systems.  Excellent analytical, communication and 
interpersonal skills are crucial for success in this position. Candidate must 
be willing and able to work as a team player, or independently with minimal 
supervision, as circumstances dictate.  Candidate must be able to independently 
produce deliverables and provide recommendations for action, sometimes under 
tight deadlines.

ESSENTIAL FUNCTIONS:

 *   Provide CM support and expertise to DHSS management and one or more 
project teams
 *   o Participate in program and project meetings, providing recommendations 
and guidance for effective CM as appropriate
 *   o Perform or manage activities for all CM functions for assigned projects
 *   o Coordinate delivery and receipt of contract deliverables, and monitor 
peer review and government acceptance/rejection
 *   o Maintain current functional, allocated and product baselines in the DHSS 
CM library
 *   o Conduct training and orientation sessions
 *   Oversee release management for DHSS products in sustainment in cooperation 
with DHSS Operations, Engineering and various vendors holding contracts with 
DHSS.
 *   Perform code merging for parallel development projects as necessary.
 *   Write, edit and peer-review CM documentation including the DHSS CM Master 
Plan, QMS CM Process and Procedures documentation, CM staff work instructions, 
and presentation materials for training, orientations and management briefs.
 *   Review DHSS performance work statements and other documents, and provide 
recommendations as required to align with, or reflect, DHSS government-approved 
CM policy, processes and procedures.
 *   Provide support for DHSS change management activities as required
 *   o Prepare agendas, minutes, briefings and reports for CM working group, 
pre-CCB and CCB meetings
 *   o Coordinate and moderate CM working group, pre-CCB and CCB meetings



QUALIFICATIONS:

Bachelor's degree in Computer Science plus year CM work experience; equivalent 
work experience will be considered.

Knowledge of all CM functions is essential.  Familiarity with CM industry 
standards is highly desirable.

Knowledge of release management is essential.

Knowledge of code merging principals is essential; experience merging code is 
highly desirable.

Thorough understanding of the software development lifecycle and various 
software development models is essential.

Work experience within IT programs in the government or other regulated 
industry is highly desirable; work experience within IT programs in the MHS is 
a plus.

TECHNICAL SKILLS:

Proficiency in MS Office suite of products

Experience with Serena TeamTrack or similar process-management tool is highly 
desirable

Experience with Serena Version Manager or similar version control tool is 
highly desirable

Familiarity with DB2, AIX, Informatica, Business Objects and Cognos is highly 
desirable
