There usually is a process. Citizen complaints, accidents, pedestrians. I
think it is out of the city limits, so little or no TP influence, I suspect.
I use that intersection often and it can be a problem, but I have crossed as
a pedestrian often and when I go to Public Works to pick up leaf mulch or
drop off used oil, I often go that way. It can be difficult at times, but
not impossible. I have found that drivers are more impatient these days than
they seemed in the past, so are more aggressive and dangerous.

I was thinking it was more about Public Works being there. Also, Richie
seems to be a cut through for people so they can avoid the lights. I am
thinking this will make Richie busier. Randy

Good point about the walkers. That is probably the reason for installing
it.
The state (I assume) has a speeding camera at that location, so the stop
sign will eliminate the usefulness of that. I imagine that will get moved,
too.
When I drove through there yesterday, Many people were just going through,
even though they stopped a few cars back for someone else.

I happened upon a collision there while walking, just fender bender, would
a(nother) traffic light be a better option?

Yes. I have the feeling that that stop sign will create more problems
than it solves. I know that intersection can be tough, but I haven't
seen any accidents there.
