Could I clarify tax-duplication figures?
*Takoma Park does not currently get $10.1 million from the county, and we
won't be getting $20.5 million in the future. *
*Instead, the county's tax-duplication payment for FY23 will be $5,394,306*,
according to the proposed city budget. *That's actually a decline from the
current year, FY22, $5,591,506*, when we received an extra, one-time
$468,115 county appropriation.
So while Montgomery County Bill 2-22 "will double

the County’s reimbursement for municipally delivered services from $10.1
million for fiscal 2022 to $20.5 million," that amount is the total across
ALL Montgomery County municipalities including Rockville and Gaithersburg
in addition to Takoma Park, plus smaller cities.
Under Bill 2-22, county tax-duplication payments will be based on the full
cost that the county could pay, if it delivered duplicated services in a
municipality. The bill requires an 80 percent phase-in for FY23, a 90
percent phase-in for FY24 and a complete phase-in for FY25. So the 100%
amount for FY23 would have been $6,742,883.

figures are the sum of tax-duplication line items that go into the city's
General Fund: Library Aid, Police Rebate, In Lieu of Police, In Lieu of
Roads Maintenance, In Lieu of Parks Maintenance, In Lieu of Crossing Guard,
Takoma/Langley Rec. Agreement [for the New Hampshire Avenue Rec Center].
There's other intergovernmental money: ARPA funds of $7,539,962 in FY22 and
$8,731,862 in FY23, and money from the state and various taxes and fees
collected by the county on behalf of the city.
