Project Summary:
CEGAH is a 5-year USAID-funded accountability and integrityprogram that works
with a wide range of Indonesian governmental andnon-governmental agencies. The
program runs between 2016 and 2021. The projectis implemented by Management
Systems International (MSI).
Background:
Indonesia’s national complaint handling system,SP4N-LAPOR!, offers the public
an integrated, “no wrong door” platform throughwhich they can submit complaints
about public services. Since its inception,the system has received 1.3 million
complaints. The system integrates over 100 national and local government
agencies,some of which also operate their own complaint handling systems.
As stakeholders gear up for the system’s first majorupgrade in several years, a
number of challenges lie ahead, including variedlevels of Government of
Indonesia (GOI) capacity and interest, challenges inimposing a centralized
system in a decentralized country with limitedincentives/disincentives, and
technical challenges related to serverperformance, access, and security.
USAID is highly committed to support this effort. Under the SIAP 1 program,
USAID supported theintegration of the LAPOR! system with the parallel National
Public ServiceComplaint Management System (SP4N), managed by the Ministry of
Bureaucratic andAdministrative Reform (KeMenPAN-RB), in order to make
policymaking moreresponsive and accountable to public needs. Collaboration
between the Office ofthe Presidential Staff (KSP) and KeMenPAN-RB resulted in
the platform’sadoption by all of the ministries at the central government
level. Furthermore,the system reached impressive levels of public popularity
throughout 2014–2016,and began fundamentally altering ways in which policy was
implemented andperformance was monitored. A Polling Center survey of
SP4N-LAPOR! usersconducted in July 2016 found that 70 percent of respondents
were either“satisfied” or “very satisfied” with the responsiveness of the
SP4N-LAPOR!system. A total of 92 percent of respondents said they would use the
systemagain, and 90 percent would recommend the system to someone else.
Under the CEGAH project, since 2016, USAID supporting itstransition from KSP to
KemenPAN-RB for more than a year, developing a completeoverhaul of the
SP4N-LAPOR! software, conducting international reviews andassessments, support
for KeMenPAN-RB to brief over 500 governments on how toadopt and utilize the
SP4N-LAPOR! system, organizing a SP4N-LAPOR! competition,working with 29
national and local agencies to integrate SP4N-LAPOR! into theiroperations, and
working with civil society to use the (publicly available)complaints data in
their own monitoring and advocacy efforts. It will continuein Year 4 of the
CEGAH project. Other support provided to KeMenPAN-RB is on thedevelopment of
the public service information systems (SIPP), which is closelyconnected to the
SP4N-LAPOR!.
CEGAH will hire short term Individual Consultant as ProgramCoordinator to
manage the implementation of project activities related to SP4N-LAPOR!and SIPP,
implemented both directly and through grants.
Position Summary:
The Program Coordinator position is held by an experiencedmanager whose
acquired knowledge and skills enable him/her to independentlymanage required
tasks related to SP4N-LAPOR! and SIPP under CEGAH, undertakediverse work
assignments (e.g. database management, actively engage in programactivities,
major event/course planning, project administration, etc.), trackthe budget for
these activities, and coordinate with the Grants Team, monitor grantees’program
implementation, as well as communicate intensively with relatedgovernment
partners.
Work requires extensive coordination with team members inCEGAH to ensure
successful performance of the program as detailed in the annualwork plan. The
Program Coordinator will be expected to provide significanttechnical input into
program development and providing inputs to the work ofthe technical senior
staff (Chief of Party) on larger programs. The ProgramCoordinator will manage
several required tasks related to SP4N-LAPOR! and SIPP.
Responsibilities:
Under the directsupervision of the Chief of Party, the Program Coordinator will
be responsiblefor planning, implementing, and reporting on programs related to
SP4N-LAPOR! and SIPP (Components 2 and 3). In particular, he/shewill:
1. Support the CEGAH program closing process, includingclosing event
preparation and liaison with government officials.
2. Conduct meetings with relevant Government of Indonesiaofficials and
grantees/contractors to ensure smooth CEGAH closing out process.
3. Support project closing activities, final report preparation,data
validation, reconciliation and trouble-shooting, and review relevant
narrativereports.
4. Ensure timely implementation of closing out activities inaccordance with
project schedules.
5. Perform other duties and responsibilities assigned Chief ofParty and
Deputy Chief of Party.
Qualifications:
· At least 6 (six) years of work experience,with experience in the field
of Government-related IT systems, preferably casemanagement or complaint
handling systems preferred.
· Experience managingUSAID subgrants/contracts a plus.
· Demonstrated abilityto interact professionally and work constructively
with a range of individuals,including USAID mission, local partners and
government officials.
· Good management andadministrative skills.
· BA in relevant fieldof work or related studies required, Magister (S2)
degree or higher preferred
· Have the capacity towork both independently as well as in a team setting.
