Provisionof IT services to implement Sistem Informasi Tuberkulosis (SITB) and
SistemInformasi Manajemen Rumah Sakit (SIMRS) interoperability
The U.S.Agency for International Development’s (USAID) Tuberculosis Private
Sector(TBPS) Activity supports the Government of Indonesia’s (GOI’s) goal
oftuberculosis (TB) elimination by 2030. TBPS supports a vision for
fullyscalable, market-based and government-supported PPM programming
thataccelerates private-sector diagnosis, notification, and successful
treatment toreduce TB incidence and mortality. To achieve this goal, TBPS will
supportIndonesia’s journey to self-reliance in achieving TB elimination targets
byimproving TB diagnosis, treatment, and case notification by private
providers.
TB isone of the priority health programs in Indonesia, however the
implementationstill faces many barriers including in recording and reporting TB
cases. Thereis a gap between the number of TB patients diagnosed and treated in
the healthfacilities and the total number of patients reported to National TB
Program(NTP).
MandatoryTB case notification for all providers is stated in Minister of Health
(MoH)Regulation No. 67 of 2016. NTP developed Sistem Informasi Tuberkulosis
(SITB)application to support notification of TB cases from health
facilitiesincluding hospitals. Other than SITB, hospitals also use Sistem
InformasiManajemen Rumah Sakit (SIMRS) or Hospital Management System (HMS) to
record allpatients’ data including TB patients. In a hospital with good TB
internallinkage, most TB cases diagnosed and treated in the hospital will be
recordedand reported in SITB through the TB clinic. However, many hospitals
still donot have functional internal linkages and even though they record
patients inSIMRS, they don’t report them through SITB, leading to
underreporting of TBcases. Other than that, the use of multiple HMS creates
work inefficiencies andincreases the work burden of hospital staff.
NTPhas created an Application Programming Interface (API) that acts as
bridgebetween SIMRS and SITB, but this integration process is hindered due to
manyreasons e.g. capacity of the IT teams to modify HMS to and the number
ofhospitals that has their SIMRS integrated with SITB is less than 10%. The
maincause of this delay is hospital’s inability to adjust their system to meet
therequirements of the integration and also there are many different platforms
ofSIMRS that are used by hospitals.
TBPSprovide support to NTP to increase the coverage of SIMRS integration with
SITBto increase TB case notification and reduce underreporting by helping
todevelop the SIMRS module for the hospital to be integrated with SITB and
helpNTP to upgrade SITB API if needed. TBPS will focus on 131 hospitals under
the five biggesthospital chains.
Thisrequest for proposal seeks a firm/supplier to create the roadmap for
SITB–SIMRSintegration, improve algorithm and design of SITB–SIMRS integration,
upgradeSITB API and provide support to NTP to increase the coverage of
SITB–SIMRS integration by helping tointegrate SIMRS of five big chain hospitals
with a total of 131 hospitals toSITB.
