Project SummaryThe, four-year USAID-funded HARMONI activity will promote
tolerance and inclusion and reduce the risk of violent extremism. HARMONI will
focus support on interventions that are narrowly targeted towards communities
and individuals most at risk of radicalization, with an explicit mandate to
build the resilience of key Indonesian institutions – governmental, civil
society, religious, and community-based – that represent the frontline in
preventing violent extremism in Indonesia. The project will focus on at-risk
communities and vulnerable population groups.
Position Summary
The Program Specialist – Rehabilitation and Reintegration, is responsible for
supporting implementation, operations, reporting, and communications of
interventions under the Intermediate Results (IR) 2 component of Harmoni
project, which focuses on developing effective systems for the reintegration of
radicalized individuals and their families into society.
S/he will work in collaboration with the IR 2 Lead and under the supervision of
the Senior Technical Advisor. S/he will also coordinate with the Harmoni
grantees and other project partners, as necessary.
Position Responsibilities:
- Support and implement programming under IR 2: Rehabilitation and
Reintegration, working with target communities, educational institutions,
government agencies, CSOs, USAID, and other project partners.
- Support CSOs to design and implement activities in the area of IR 2:
Rehabilitation and Reintegration.
- Plan, coordinate, and make arrangements for successful execution of
Harmoni events, including, but not limited to seminars, conferences, trainings,
meetings, presentations and, when necessary, travel and hotel arrangements,
trip itineraries and reporting.
- Support recruitment and procurement efforts related to the program
activities.
- Monitor progress of activities to measure performance and results per the
Harmoni Monitoring, Evaluation, and Learning Plan.
- Produce activity reports and briefing documents, as needed.
- Contribute written inputs to Harmoni progress reports and ad-hoc technical
documents.
- Help ensure timely execution of activities, in accordance with grant
activity objectives and implementation schedules.
- Perform other tasks, as assigned by the direct supervisor and Senior
Management Team.
Required Qualifications:
- University degree, plus minimum seven (7) years of professional experience
related to the Harmoni program areas and/or responsibilities under this
position.
- Deep understanding of and experience with technical aspects of IR 2:
Rehabilitation and Reintegration, including experience with one or more project
sub-IRs: Strengthening capacities of government institutions on rehabilitation
and reintegration, development of tools and processes on rehabilitation and
reintegration.
- Broad professional network of Indonesian CSOs, government, and other
institutions and individuals relevant to Harmoni and IR 2.
- Experience with project communications, including success stories and
quarterly reports.
- Experience working on international donor programs in Indonesia, USAID
preferred.
- Excellent communication and written skills; excellent spoken and written
English.
- Strong analytical skills, with a demonstrated ability to tackle complex
issues.
- Strong organizational skills and attention to detail.
- Ability to work on multiple tasks simultaneously and independently,
delivering products or completing responsibilities on time and at the required
quality level.
- Strong interpersonal skills; ability to work effectively as a member of a
team.
- Fluency with MS Office software applications.
This is a full-time, long-term position based in Jakarta, Indonesia.This
