Operations Manager
Background
The AustraliaIndonesia Health Security Partnership (AIHSP) is a 5-year
programsupported by the Australian Government and implemented by Cardno.
AIHSP’soverarching goal is to increase national health security in Indonesia so
thatwomen, men and communities are less at risk of emerging infectious
diseases(EIDs), thereby contributing to Australian, regional and global health
securityas well as supporting sustainable economic development and food
security inIndonesia. To support the achievement of this goal, AIHSP will work
inpartnership with the Indonesian Ministry of Health (MoH), Ministry
ofAgriculture (MoA) and other relevant agencies and Government of Australia
toachieve the following ‘End-of-Program Outcomes’ (EOPOs):
- Stronger GoI systems to prevent, detect and respond to publichealth and
animal health emergencies from EIDs; and
- Stronger national coordination of responses to national, regionaland
global health threats.
In addition to these longer-term objectives, over the next two years, AIHSPalso
supports the Indonesian government in responding to COVID-19
pandemic,particularly around strengthening the ‘Track and Trace’ system and
supportingthe rollout-out of COVID-19 vaccines to the worst affected provinces,
includingCentral Java, Yogyakarta, Bali and South Sulawesi (priority
provincesunder AIHSP with high COVID-19 burden). These will be conducted
throughstrengthening public communications and surveillance and health
informationsystems at the community level.
Purpose of thePosition
Working with the Team Leader andDeputy Team Leader, the Operations Manager will
provide leadership for the day-to-dayoperations team (finance, grants and
contracts, and office operation) of AIHSPincluding contracting and monitoring
activity compliance, office operations,financial management and procurement
processes.
Objectives
Provide oversight to the finance and administration team activities andtasks,
to ensure that the day-to-day implementation of activities runs smoothlyand in
accordance with program policies and practices.
Provide effective and efficient operational support through themanagement of
integrated financial, procurement, administrative and logisticalsupport and
human resource management.KeyActivities
- Overseethe preparation of accurate financial records of expenditure and
commitments,outstanding acquittals and ensure audits are conducted as and when
required byDFAT.
- Ensurethe procurement system is clearly documented and consistent with
Australia’sCommonwealth Procurement Rules and conducive to a flexible
implementationapproach.
- Developand regularly update the operations manual and other associated
manuals, includingtraining staff in their day-to-day application.
- Ensurerisks are appropriately managed, the risk management plan is
regularly reviewedand updated, and ensure all staff comply with fraud control
and anti-corruptionguidelines.
- Overseemobilisation and logistics for all staff and technical advisers.
- Contributeto the preparation of the annual plans, budgets and progress
reports.
- Managethe procurement of goods and services, and recruitment of short- and
long-termpersonnel, including tendering, sub-contracting, and contracting
locallyengaged personnel in compliance with local labour requirements.
- Ongoingcontract management of all subcontractors, grantees, staff and
advisers’contracts, including tracking of contract milestones/expiry dates and
organisingtimely approvals of contract amendments, as required.
- Overseeand manage finance and administrative staff, including performance
managementand provision of on-going mentoring and support.
- Asa senior management team member, contribute to developing harmonious
workingrelationships with DFAT and key stakeholders and contribute to building
theprofile of AIHSP.
- Contributeto planning processes, ensuring continuous learning and
evolution of AIHSPoperations and programming.
- Providetechnical inputs into the costing of activities and evaluation of
value formoney approaches.
- Otherduties as deemed necessary by the Deputy Team Leader.
KeyDeliverables:
- Contribute to the preparation and updating of the OperationManual, Annual
Plans, budgets and progress reports.
Selectioncriteria
Essential
- Relevant degree in business administration or development.
- At least 5years’ operational experience in financial management and
procurement for donorcontracts (preferably DFAT).
- High-leveloffice and team management experience, including coordinating
finance,administrative, logistical, human resource management and office
establishment.
- Ability tointegrate principles of gender equality and disability
inclusion, ethicalbehaviour, transparency and participatory processes.
- Experience inpreparing standard operating procedures and reports using a
consultative andanalytical approach.
- Able to workautonomously and effectively as a team member who approaches
their work with aconstructive attitude and demonstrates integrity.
- Stronginterpersonal skills to allow for harmonious working relationships
withmanagers, co-workers, clients and suppliers.
- High degreeof personal initiative, lateral thinking and ability to work
under pressure tomeet deadlines.
- Advancedproficiency in English and Bahasa Indonesia.
Desirable
10. Experience working directly andindirectly with Indonesian government
officials and other developmentpartners/stakeholders at various levels.
