HabitatIndonesia is seeking the expertise of a MEALSenior Specialist, who leads
the development and implementation of theMonitoring, Evaluation,
Accountability, and Learning (MEAL) strategy for thenational office. The holder
of the position will play a major role in providingtechnical support to country
strategy development including tracking ofdelivery using appropriate MEAL tools
and processes, ensuring that informationcollected is reflected upon, used to
improve ongoing programs, and isincorporated into consistently high-quality
MEAL reports and products. Thisposition also leads building capacity for MEAL
among project/program staff.
TheMEAL Senior Specialist also play an important role in improving
informationmanagement and data quality, and in strengthening knowledge sharing
andlearning across the organization and with the international and regional
MEALCommunity of Practice
MEAL Senior Specialist (MEALSr)
KeyResponsibility :
1. Developand Maintain Habitat for Humanity Indonesia capacity in MEAL
a. Leadin the development and implementation of MEAL Strategy for the
National officeand ensure that these are in accordance with HFHI MEAL Guidance
and policies aswell as appropriate industry good/best practices.
b. Leadin the development of evaluation and learning agenda includes
design andmanagement/execution of program research, design and evaluation
activities(including baseline, mid-term end line studies, SROI).
c. Workingwith partners/consultants in the delivery of quality evaluation
reports andproducts.
2. ProgramDesign and Development
a. Playa critical role in the development of country strategy, programs,
and projectsby providing guidance on processes, tools, and information
required. Thisincludes providing guidance on result-based design, monitoring,
and evaluationpractice.
b. Ensurethat systems and processes developed enable key
stakeholders/communities tomeaningfully participate in the design,
implementation, evaluation, andlearning stages. This will include setting up
Community-based feedbackmechanisms that are accessible to the stakeholders for
them to be able toprovide feedback accordingly.
c. Developproducts for various internal and external stakeholders to
demonstrate programperformance and inform program improvement and learning.
3. Knowledgemanagement
a. Setup MEAL systems to ensure efficient management of information that
isresponsive to the needs and requirements of Habitat Indonesia,
donors,communities, and other relevant stakeholders. This will include
alignment toexisting Habitat International management information systems and
processes.
b. Participateand /or internal and external MEAL groups/networks to keep
abreast with thedevelopments in MEAL practice.
c. Facilitatescommunication and information sharing together with Asia
Pacific (AP) Office,Branch Offices, Partners on MEAL.
JobRequirements :
1. Bachelor’sdegree required, Master’s degree in statistics, demographics,
developmentpreferred.
2. Minimum5 (five) years of experience working in the field of monitoring
and evaluation.
3. Haveexperience in strategic planning and performance management,
includingindicator selection, target setting, reporting, database management,
anddeveloping M&E and performance monitoring plans.
4. Knowledgeof the major evaluation methodologies (qualitative,
quantitative, mixed-method,and impact) and data collection and analysis
methodologies.
5. Fluentin English; excellent written and oral communication skills,
includingfacilitation and cross-cultural communication.
6. Computerproficiency in Windows environment (Microsoft Word, Excel,
Access, PowerPoint)and proficiency in online research.
7. Experiencein Social Return On Investment (SROI) preferred
8. PreviousHumanitarian Response experience preferred
9. Experiencein knowledge management.
