Position Title: Web Programmer / Developer Consultant for EPIC Project (2
positions)
PROJECT OVERVIEW
Meeting Targets and Maintaining Epidemic Control (EpiC), afive-year global
project funded by PEPFAR and USAID, is dedicated to achievingand maintaining
HIV epidemic control. The EpiC project provides strategictechnical assistance
(TA) and direct service delivery (DSD) to break throughbarriers to 95-95-95 and
promote self-reliant management of national HIVprograms by improving HIV
case-finding, prevention, care and treatmentprogramming, and viral load
suppression. EpiC is led by FHI 360 with corepartners Right to Care, Palladium,
Population Services International (PSI), andGobee Group. The project also draws
upon regional resource partners to provideTA, as well as global resource
partners who bring unique capacities.
The EpiC team’s approach to TA is guided by four mutuallyreinforcing
principles: (1) a focus on speed, scale, standards, andsustainability; (2)
customization according to local priorities, financing,epidemiology, and the
differentiated needs of target populations; (3) adaptivemanagement based on
results; and (4) transition of TA and DSD to local andregional partners to
enable them to receive direct awards. In addition, EpiCapplies human-centered
design thinking to resolve persistent challenges alongthe HIV service cascade.
TheEpiC approaches includes:
ü Attain and maintain HIVepidemic control among at-risk adult men, women, and
priority populations
ü Attain and maintain HIVepidemic control among key populations
ü Improve programmanagement, health information systems, HRH and HIV financing
solutions toattain and maintain epidemic control
ü Support the transitionof direct funding and implementation to capable local
partners to meet PEPFAR’sgoal of providing 70 percent of its funding to local
partners by 2020
In FY21/COP20implementation plan, EPIC Project Indonesia is doing expanding
activity on DataInteroperability between/among system to synchronize data
activity by usingApplication Programing Interface (API) approach technology. As
part of theultimate achievement across those results, and to ensure that all of
thoseactivity running properly, EPIC plan tohire an IT Programing Individual
Consultant/web developer specialist (2posistions).
SCOPE OF WORK
The consultants will work with EPIC Indonesia staff (crosscomponent) to further
develop ICT applications in support of the above tasks inthe EPIC FY21 work
plan. He/she shall work under the overall supervision of theICT4D Program
Manager, will get input from the Epic Project Director, Financeteam,
Procurement and operation team and other counterpart EPIC/FHI staff.
Theincumbent will be a skilled and experienced software developer responsible
forthe detailed design, implementation, and testing of subsystems and
systemcomponents in complex, multivendor, multi-platform environments, with
keyresponsibilities are:
ü Analyzes, designs, develops, codesand implements programs in PHP programming
languages, especially CodeIgniter framework and MySql database.
ü Supports applications with an understandingof system integration, test
planning, scripting, and troubleshooting.
ü Assesses the health andperformance of software applications and databases.
ü Establishes, participates, andmaintains relationships with business units,
customers and subject matterexperts in order to remain apprised of direction,
project status, architecturaland technology trends, risks, and
functional/integration issues.
ü Defines specifications and developprograms, modifies existing programs,
prepares test data, and preparesfunctional specifications.
ü Analyzes program and applicationperformance using various programming
languages, tools and techniques.
ü Provides guidance to non-technicalstaff in using software and hardware
systems most effectively andefficiently.
ü Reviews project proposals,evaluates alternatives, provides estimates and
makes recommendations.
ü Designs and defines specificationsfor systems.
ü Identifies potential processimprovement areas and suggests options and
recommends approaches.

ü Develop and maintain a full stack or back end development role.
ü Focal point and fast response for web maintenance and solving problem(bug,
error, oriented new staff, etc).
ü Support other concultant to the fundamentals of REST API design

Qualifications
ü Bachelor’s degree in ComputerScience or related field or equivalent
experience.
ü 5+ years of experience in acomputing environment with multiple programming
languages.
ü Java, JavaScript, Spring
ü Web Technologies (DHTML, AJAX,etc.)
ü Experience with Securityframeworks (e.g., JWT, OATH2)
ü Proficient in SQL and StoredProcedures such as in Oracle, MySQL
ü Experience with Unix, LinuxOperating Systems
ü Experience with Integrationframeworks (e.g., Mule, Camel) desirable
CONSULTANCY LOCATIONAND TRAVEL
The consultancy willbe based in Jakarta, Indonesia. No Travel may be required.

your owninternet facilities.
HIGHT QUALITY DESIRED CANDIDATE
It is very apricate if you have all skilland qualification that mentioned above
and you will get first priority and haveskill in CodeIgniter v3.0 programing
language and if have skill in Fluttermobile app programing is a plus.
PERIOD OFPERFORMANCE
October 1st,2021 to September 30th, 2022 with approximatetotal 120 working
days Consultant can claim invoice per month based on actual days of work in a
month (maximum 15 days amonth).
REMUNERATION ANDEXPENSES
The consultant will be paid on daily basis. Payment willbe made monthly after
the successful deliverablecompletionand approval of tasks assigned during that
month. Consultant can claim internet reimbursement maximumRp. 200.000 per month.

WebProgrammer Consultant for FASTR application (Support internal user only)
This is a dedicated position with main focus toupgrading FASTER
application/software system (integrated planning, budgeting,procurement
processing and reporting system). Incumbent will responsible to thefollowing
item but not limited to:
Identifying issues, error, bug, new request and revise orrefine existing
“FASTER” application system base on input/feedback from ICT4DProcurement &
operation and Finance team and or other staff and managementteam (user
experience testing).
a) Re-fine/reviseand or upgrade “Feature” feature application for all
