Background
Led the Palladium, the Health Policy Plus (HP+) is a five-year project funded
by the U.S. Agency for International Development (USAID) implemented by a
consortium of partners. The project’s HIV activities are supported by the U.S.
President’s Emergency Plan for AIDS Relief (PEPFAR). Globally, HP+ works to
strengthen and advance health policy to improve the enabling environment for
equitable and sustainable health services, supplies, and delivery systems in
the areas of family planning and reproductive health, HIV, and maternal health.
In Indonesia, HP+ is generating critical data and evidence in close partnership
with the government of Indonesia to be used by policymakers, civil society, and
the private sector to improve maternal and newborn health, HIV, and health
financing programs and outcomes. Health Policy Plus project (HP+) is supporting
PPJK (Pusat Pembiayaan Kesehatan dan Jaminan Kesehatan, Kementerian Kesehatan
RI) to develop the technical guideline to realize non-infrastructure PPPs for
health. PPJK is also keen on ensuring that the policy development process
mobilizes the support of the various government and private sector entities to
implement this policy once in place. This includes testing potential PPP ideas
and piloting them as model cases for other relevant stakeholders to learn from
and to build confidence in this innovative financing model for health.
As strengthening private sector engagement in health is increasingly a
government priority, it is important to ensure that innovative, private sector
initiatives focused on this area can achieve sufficient scale and
sustainability. While there are several incubators and accelerators focused on
the Indonesian market, there are few focused on healthcare and digital health.
USAID can support this gap by ensuring that innovative private health start-ups
are identified, supported, and put on a path toward scale and sustainability.
HP+ will deploy local business consultants, as needed, to support expansion of
the private sector portfolio, such as developing the business plan and
financial projections, hiring specialized technical expertise to support the
business team, provide necessary legal advice in registering, monitoring and
evaluation, develop product positioning and marketing materials, and product
launching.
Purpose of the Consultancies
This work will support the health technology business incubator in
strengthening their PPP model and making strategic decisions about further
expansion, procurement processes, and payment for services, as well as
identifying and prioritizing resources for the introduction of one or two
additional products. Technical assistance will be tailored to address its
strategic business interests and based upon targets to meet agreed upon
milestones.
Areas of Technical Support
Financial management. Review of the organization’s financial management
systems, strengths & weaknesses, including accounting practices, financial
performance, revenue streams, collections and cash flow, assets, liabilities,
capital structure, operational and financial risk.
Business plan development. Support development or updating of a 5-year business
plan (2021-2026), including competitive analysis, product portfolio, growth
analysis, marketing and social media strategy, and revenue projections.
Product development (digital health). Support with product development,
defining the product vision, product research, user analysis, ideation, design,
testing and validation, and post-launch activities.
Marketing strategy. Support design of a marketing strategy that addresses
product, price, place, and promotion for range of new and existing products.
Define target audience, market size, and competitive analysis for new products.
Include marketing and promotional strategies, including social media as
appropriate.
Legal advisory services. Support registration, licensing, product liability,
trademark/copyright protections, intellectual property (IP) issues, and product
labelling and packaging for any new products being developed.
Government procurement systems. Knowledge of government of Indonesia
procurement and purchasing systems at national, regional, and district levels.
Organizational development. Streamline business processes, assess
organizational effectiveness, support team-building exercises and workshops,
mentoring and leadership skills, change management, conflict resolution, and
recommend training and professional development.
Input Level
The level of effort for the above described technical areas will vary depending
upon the organizations needs. Assignments may be one-off consultancies—or
ongoing over several months.
Additional skills/experience required
1. Experience in Indonesia’ health sector with private sector clients
preferred
2. Strong attention to consistency, detail, and quality
3. Ability to write high quality, clear, and concise report in Bahasa
Indonesia and English
4. Ability to respond to comments and questions in a timely and appropriate
manner
5. Strong knowledge and understanding on local contexts preferably
