National Support for Local Investment Climates (NSLIC) /National Support for
Enhancing Local and Regional Economic Development (NSELRED )
The National Support for LocalInvestment Climates (NSLIC) / National Support
for Enhancing Local and RegionalEconomic Development ( NSELRED ) Project is
undertaken in partnership with theGovernment of Indonesia through the National
Planning Agency (BAPPENAS) withthe financial support of the Government of
Canada provided through GlobalAffairs Canada (GAC) with capacity building for
improving local investmentclimates and local economic development in selected
Districts in 2 Provinces -Southeast Sulawesi and Gorontalo.
NSLIC/NSELRED Project is currently looking "RIFCoordinator", Jakarta-based.
Overview:
The primary duty of the RIF Coordinator will be to manage aprogram for the
application of Project Responsive Funds in support of Local andRegional
Economic Development (LRED) in selected economic growth centresthroughout
Indonesia. This role and position are governed by the Project’sImmediate
Outcome 1210 of the approved logic model which is, “increased abilityof
national-level agencies to support equitable, gender-responsive,environmentally
sustainable local and regional economic development” andspecifically, the
Output 1212, “A Responsive Innovation Fund (RIF) developedand implemented for
national support to local government programminginnovations that support gender
– responsive, environmentally sound enterprisedevelopment” as outline in the
Project’s work breakdown structure. Theresponsibilities of the position
includes: managing the program for theachievement of desired Project Outcomes:
the coordination of the provision oftechnical support services; technical
supervision and financial oversight forimplemented pilot projects; engagement
of National LRED Stakeholders in localeconomic development; management of
Program staff; liaison with NationalCounterparts; and collaboration with the
NSLIC/NSELRED Project Team. The RIFCoordinator reports to the Senior LRED
Advisor and the Project Director.
Qualifications:
Education:
Graduatedegree with specialization in local economic development, local
governancereform or other specialties relevant to the position
Experience Level:
Workexperience (at least 7 years) working in public and private partnerships
forlocal and regional economic development
Required Knowledge:
· Demonstratedknowledge of National Government local economic development
priority economicsectors and approaches to stimulate local and regional
economicdevelopment/growth
· Demonstratedexperience in managing a program involving the allocation of
block grants toDistrict Level stakeholders throughout Indonesia
· Experienceliaising with National, Provincial and Local Governments,
particularly thoseassociated with the development of local and regional
economic development andrepresentatives of Civil Society with different
backgrounds and levels ofresponsibility
Additional Knowledge/Skills Consideredan Asset:
· Extensiveknowledge of sources of funding from the National Level for
local and regionaleconomic development
· Demonstratedknowledge of sources of funding from the National Level for
local and regionaleconomic development
· Demonstratedknowledge, gained through experience, of local and regional
economicdevelopment, public-private partnerships and development of MSME’s
andCooperatives in Indonesia
· Ability toidentify innovations to improve value-chains
· Soundunderstanding of the importance of civil society participating in
localgovernment activities
· Previousexperience working with bilateral or multilateral donors in a
similarcapacity/role as required NSLIC/NSELRED
· StrongEnglish oral, written and reading skills
