Thank you for mentioning it was Ubuntu related situation.
 continued the search with Ubuntu default in mind and found this link that 
explains 
 a reason why it was done.both Ubuntu and Mandriva Unofficial wikis have entries
 on this subject; still not convinced the clapper method( Clap on, Clap off) of 
manipulating root user is any better than going single user.probably only useful
 to keep from shutting down services.

 Due the fact ubuntu has disabled the root account, you can't login to webmin 
as root.
 You can get round of this by enabling the root account:
 
 sudo passwd root
