Given that I asked on this forum, I thought I'd share some of what I found:
Microsoft Outlook doesn't offer an easy method to backup or share custom
views, and exporting the contents to a new pst does NOT include the views or
custom forms.
[which helps me to NOT feel totally insane that I couldn't make it work]

That said, I did find this article with a "work around" that I am most
grateful for.
(A way to go from northern California to southern California by way of
Australia with a layover in Finland.)

So, now I'll try to make it work and then I'll set off on my next quest,
finding how to save the configuration of a navigation pane window,
specifically the favorite folders part.

You get there with 
View - Current View - Customize Current View - Automatic Formatting.

My question:
I want to save my current view in order to apply it to a totally
new/separate PST file.
