Does this user have write/delete access to the machine's local Temp
directory? Are there a user specific AND a system level Temp folder
specified in the environment variables? Does this user have write/delete
access to both these locations (Word will prefer the currently logged on
user's temp folder to the system specific temp folder, normally)?

MSKB article 89247 gives a complete treatment of how Word97 uses
temporary files in a number of situations including the one you
describe. A user without access to a valid Temp folder can cause this
error. The way to test, perhaps, is for a local administrator of the
system to attempt to read the same file in the same conditions and
observe any differences in Word's behavior.
