Well...it's about the same as with 2000, just depends on WHERE you have things set up. Say you have a PC with Win98 and WordXP...you'll find the template dir under c:\windows\application data\microsoft\templates. Any new folders under that dir will show up as template tab...but note you must put at least ONE DOT in the folder to get it to show. On a WinXP system with XP...you'll find the template dir under c:\documents and settings\[user name]\application data\microsoft\templates and again, any new folder will become a tab once you put something in the folder. In Word, under Tools/Options/File locations you'll find a listing for User Templates and Group Templates. WHERE are your group templates pointing on the server? Toss a new folder under that path and put something it in and it'll now show up when user's click General Templates...PROVIDED they have the Group Template path set to that path in their version.
