I have been a non contributor for too long.  Thanks for letting me enjoy
the great help you all have given.

This may not be an outlook issue alone, it may be how you have your
internet/OS set up as well.

To fix these problems, try the following steps:

=> Control Panel
=> Internet Options
=> Connections
Check the radio box to 'Never Dial a Connection'
(This will stop ANY program or application from auto dialing)

In Outlook,
=> Tools
=> Accounts
=> Mail Tab
=> Properties Button
=> Connect using my LAN (This option will mean that you have to manually
connect to the Internet)

To Stop Outlook from checking mail automatically:
=> Tools
=> Options
=> Mail Delivery Tab
=> Uncheck the 'Send messages immediately when connected' option
=> Uncheck the 'Check for new messages every ? minutes' option
When you now open outlook, you will have to check the 'send/receive'
button to manually check the email.
