Robert, You don't create a stand-alone app with Developer. It allows you to create and distribute a run-time version of Access that allows the database to run on a machine where it is installed. To create this, open up a module, click on Add-ins and then on the Package and Deployment Wizard. It will walk you through it. It does work although I have seen a number of complaints that it can be bulky but it does the job.
