Pam,

I believe you can do things like this in Publisher.

Look in the help files for grouping, I think that's what 
it's called. You select any number of objects, then 
right-click and group them together. You can then move, 
copy, cut, paste them as a unit. If you need to make a 
change, you ungroup them and make changes then regroup 
them. It's a little bit of a hassle, but it works.

I don't know if Publisher can display multiple pages at 
once, but look under the view menu or in the help files 
for view. I'm almost certain that it can display two 
adjoining pages at once, and almost certain that it can 
NOT display two non-adjoining pages at once.

Sorry I can't be more directly helpful, but I don't have 
Publisher available at the moment to check things out. 
It's been a few years, but at one time I used Publisher 
for something similar. There may be better software 
available to do these things, but I was pleased at how 
Publisher worked once I learned how to use it... for the 
cost :)
