Jim, we need a bit more information to be able to help. Please tell me whether 
I got things right:
I understand that you have a workbook, let's call it the "formula" workbook, 
which you use to produce the "cut sheets" using data from a "quotes" workbook 
which changes from time to time. You send your customer only the "cut sheets" 
produced by the formula workbook, you do not send them either the whole 
"formula" workbook or the "quote" workbook. Is that right?
Assuming it is;
Both workbooks are designed to work together in the same directory.
When you say that "someone calls up an archived quote", this means one of the 
people in your company uses the "formula" workbook to look at the results for 
older quotes, which are stored on the S: drive and then saves the "formula" 
workbook, which means it now keeps the links to the older "quote" workbook in 
drive S:?
If so, one possible solution would be to make your "formula" workbook "read 
only", and protect it with a password, or, alternatively, to turn it on an 
Excel template. This way it would never be saved (under the same name and 
location) with the updated links, and would always retain the links to the P: 
drive.  Of course that would mean, also, that to make any modifications to its 
formulas or layout the person doing the modifications would have to be one 
entrusted with the password.
