The cell I'm talking about that I added is OUTSIDE the main table...above
the top right section of the main table.

The bottom border of the cell in question is actually the outside border of
the main table on which this cell sits. So yes, I can move it and it will
increase the size of the cell we're talking about, but only by making the
entire top row of the main table shorter. I don't want to do that...just
want to "raise the ceiling" on this one cell.
