Not sure what O/S you are on Robert, but you can achieve what you want, not in 
Outlook itself, but by changing the Date and Time setting in the Regional and 
Language Options in Control Panel. (Windows XP)

That will change date and time displays across the system , and  *should* carry 
through to Outlook...
