I've just been having a play with a 16-page PDF file I have.  Unfortunately, 
I'm not connected to a printer, so can't view the actual output, but ...

Adobe Reader version 8 has (on the Print menu page) a "page scaling" option, 
with "multiple pages per sheet" as a selection.  Once this is established, 
you can tell it how many across and how many down, and whether to run the 
pages across or down the sheet.  This really looks like it's what you're 
chasing.

Version 7 of AR doesn't seem to have this option, so you might need to 
upgrade to 8.

Of course, you need to get your file into PDF format first.  I simply use 
Cute-PDF - which is free and installs as a printer - for my local PDF 
creation.  I don't remember whether I've used it with Publisher, but it 
works very well for me from many different applications.
