The formula is OK.  I just plugged it in as conditional formatting formula 
and it was fine.  I'm using 2003, but I'm sure that it'll work with 2000 
too.

You've definitely switched the conditional format to a "Formula Is" type, 
rather than a "Cell Value Is" type??
