For similar applications current Ga1 practice is to build a tender car ("van") with auxilliary capacity (water, fuel, radio gear, etc) and one recently developed successful practice is to used a servo-actuated remote water pump. Regner (Germany) makes one RTR but others are built up from a pump and altered R/C servo. Ga1 is a place where steam and electronics are forging a reasonably successful coexistance.
