I believe Audacity can change belie believe that the free Audacity program
can do that. Here is the manual page on changing pitch with and without
changing rate:

Note: Audacity was made very accessible by folks using screen readers. It
has many hotkeys that can be used. One should do a search for something
like "Using Audacity with a screen reader". There used to be some excellent
documentation on using Audacity with a screen reader to perform various
tasks.

I have a friend who uses mp3 backing tracks. She would like to be able to
change their keys.
Anyone know of any accessible phone app, or program on PC that could do
that, and is inexpensive?
She doesn't want to go to the trouble of learning to use a daw.
