the vo utility does not have a save settings menu item that I am aware of.

that's also my experience.
Why is this?

I think I have ever seen a kind of menu-item that says , "save settings like
in this behavior here".
But I don't know for shore.

Anyway, it should be strange that you can't save this for the whole time.
I will ask to the accessibility team of mac
