The best way I've found to do this is to turn on your mac. After you hear the chime, hold down command+R. Hold it down for several seconds. Give it about two or three minutes to come up, and press command+F5, after which you will hear Fred's melodious tones. The rest of the recovery partition, which you have landed in, is very self-explanatory. Disc utility is there and it works just like the one in the OS does, only, this time, your "Repair permissions" will be undimmed. You could also boot into a Lion DVD if you made one by holding down the C key at start-up until you hear the disc spinning rapidly, at which point give it some time to come up and you can press command+F5 as before.
