This means that the areas of the disk that hold the files in the trash will be written over multiple times in multiple combinations. This is to prevent just about any program from ever recovering whatever you've removed--even after you delete files, they can usually be recovered if someone does a bit-by-bit analysis of your drive or knows about where to look to find them. In general you don't need this checked, as it takes much longer to empty the trash. For the times when you do need to securely empty the trash, just select secure empty trash from the Finder menu instead of empty trash.
