[macvoiceover] problem with keyboard-commander

Hi all,
I live in Belgium and there we use the azeerty-keyboard layout.
This is not a big problem for using the mac with azerty except the hotspots.

All functions for e.g. hotspot 1 are grouped there (with or without shift).
e.g. save element on hotspot 1 is  with the !
the ! is on number 7, without shift.
So, this makes it a litle bit strange to remind.

I was trying to assign new keys with the keyboard-commander for that function 
but this don't work for a strange reason.

What I try to do:
I assign new commands wit option (+shift) and the top row of the keyboard.

this results in:
option+& to save the current  element on hotspot 1
and option+shift+& (=1) to follow the element on hotspot 1

 
The system, doesn't accept this because off strange reasons.

I have  a macbook so, no numpadd.

Any hints are very welcome.
