Here's how I got this to work for text messaging.

Record your dictation.
After the recording has been made, tap the send button, even though it
may be dimmed.
In a few seconds, a new window will appear.
One of the choices besides to email will be to send via text message.
When that is chosen, you may get an alert asking if you want to open
your messaging application.
In the messaging app, After tapping the Compose button, when you're in
the edit field, use the rotor gesture until you hear Edit.
After selecting edit, one of the options will be to Paste.
I hope I have explained this correctly.
