ok, i'm not sure whether this has been mentioned, after big sur there has been
a difficulty opening the doc menu, it will open on the first instance after a
boot-up but not after that.
i think i have found a solution if you have a mouse.
going into the doc and navigation to the app you wish to open, while holding
down the ctrl key do a mouse click and the menu will open after which you can
scroll through it.
This is the method to open a context menu, something i think is recent to the
mac os.
I got this info from the first hint in this youtube
https://www.youtube.com/watch?v=1C1XBoYD-HI
you can do this ctrl mouse click where VO indicates there are actions available.
this work around is using a physical mouse but someone may discover how to do
the same using the keyboard alone.
