OK, Ian and others frustrated by the big sur problem of not being able to
access the doc menu, I have solved it without requiring a physical mouse as
described in my previous message.
here it is. open the doc and left right arrow to the app you wish to engage
with. now using a combination of ctrl and up and down arrows the menu is now
available.
up arrow into the menu.

This is the method to open a context menu, something i think is recent to the
mac os.

you can do this ctrl mouse click where VO indicates there are actions
available.
this work around is using a physical mouse but someone may discover how to do
the same using the keyboard alone.
