Don't believe so, as voice over speaks directly after reboot and then says
speech off.

Yes, he is using a desktop, and I had a look on my own machine, and found
the mute check box. Unfortunately he claims that his mute check box is
unchecked, and so the mystery continues, I'm afraid.
