That’s a great work-around. However, I noticed that, after installing GOogle
Chrome the other day, it was placed in the dock, and hasn’t left the dock yet,
even after putting my computer to sleep and waking it several times. Maybe it
would if I shut it down entirely, but I rarely do that unless there’s a crash.
I also assigned it to a keyboard commander shortcut—I love those.

It’s still not a solution for the context menu not working, but a holding the
control button while clicking down the track pad brought up the
shortcut/context menu with the options sub menu that allowed me to keep an
app in the dock.
Still no actuall Voiceover solution, but this works ok.
